Sands Bethlehem Casino ATMs Allow Fraud
BETHLEHEM, PENNSYLVANIA --
The spanking new slots casino built by Las Vegas Sands in Bethlehem, Pennsylvania, still apparently has some operating wrinkles to work out. Among those being addressed immediately is a problem with the casino's ATMs, which allowed a woman standing nearby to take money from accounts without entering a card.
Shoumin Chai was arrested and charge with fraud, theft, receiving stolen property, and unlawful use of a computer.The woman is accused of watching patrons using the money dispersing machines, then reentering PIN numbers as best as she could observe them as soon as the client had moved away.
Authorities say she attempted to access at least 23 accounts, and was successful at least 3 times, over a two-day period June 19th and 20th. Chai managed to withdraw at least $1100 from other people's accounts.
Surveillance video revealed Chai manning a post close to the machines, and recorded the attempted transactions. However, the ATMs should not have processed transactions unless a card was used to identify the account.
Chai is being held on $25,000 bail. She has been arrested previously for similar charges in Atlantic City. She told the judge she has a gambling problem.
