Casino Fined After Teenager Gambles
HARRISBURG, PENNSYLVANIA --
A Pennsylvania casino has been fined by state regulators for allowing a fourteen-year-old girl to gamble on the premises. Harrah's Chester Downs was fined $20,000 after it was discovered that a teenager had entered the casino floor, gambled, and collected winnings before being caught by a security guard.
The Pennsylvania Gaming Control Board levied the fine for the actions which occurred in March of this year. Despite casino security discovering the impropriety, the board found that the casino was lax in allowing the teenager any access whatsoever to the gambling area.
If anything, the fine was too light. Only severe and stiff penalties far in excess of what increased security would cost can be assured of effectively forcing casinos to sufficiently monitor themselves. Corporate beancounters looking to reduce payroll costs must be made to see the necessity of protecting children, and only dollars influence these bottom-line types.
Casino regulators would also be well within the line of duty to set up casino tests, employing underage spotters to attempt to gamble at casino tables and slot machines. Gambling venues must be as alert to the possibility of minors accessing their gaming areas as they are to counterfeiters and card-counters.
This fine is not only appropriate, but hopefully just the beginning of a renewed call to vigilance at casinos regarding adolescents.
