Lawsuit Blocks Missouri Gambling Bill
JEFFERSON CITY, MISSOURI --
Despite overwhelming public popularity, a new initiative on the Missouri ballot designed to remove limits on wagering has been opposed by two lawsuits. The suits, although similar in legal reasoning, come from diametrically opposed groups.
The towns of Sugar Creek and Cape Girardeaurdeau want in on the casino action. The new measure, while freeing patrons from the loss limits currently imposed, also places a moratorium on casino expansion, which would leave the two areas out in the cold.
Meanwhile, Casino Watch, a group that opposes gambling, does not want the limits lifted. They are happy to block future expansions, but insist the limits must remain to protect problem gamblers.
Both suits are based on the initiative violating constitutional rules by containing more than one subject. As well as the moratorium and the limit removal, the proposal also contains provisions about raising casino tax and increasing school funding.
Both sides are apparently willing to break up the issues and take a chance on complete success or failure, as voters who oppose limits would also likely vote against a moratorium as a separate issue, and vice versa.
