Internet Poker Bill Would Regulate Florida Online Gambling
TALLAHASSEE, FLORIDA --
Florida lawmakers have been presented a new bill by state Representative Joseph Abruzzo which would license and regulate intrastate Internet poker. The proposal would allow the state, through the branch that governs pari-mutuel gaming, to license one or more hub online gambling operators to run websites for state residents.
Players residing in Florida would go to existing poker rooms, which would be licensed as affiliates of the hub operators. Accounts could only be created by appearing in person, allowing for identity checks including age verification.
Once an account exists, players could then play at online poker sites run by the hub operators, as long as the computer used is located inside state borders.
Affiliates would be charged a $1,000 licensing fee, while hub operators would have to pay $500,000 for a license. In addition, the state would take 20 percent of gross receipts, meaning all income by the operators and affiliates before costs.
This would cover not only the rakes, but any membership fees or other incidental sources of income created by the online gambling operators.
Abruzzo titled his bill to reflect both aspects of its creation, the generation of new revenue and the need to protect consumers. Abruzzo claims over 900,000 residents of Florida already play online poker, without any protection from fraud. He also notes that Florida can make hundreds of millions in revenue yearly by regulating online poker.
