Instant Racing Gambling Compromise Dead in Kentucky
FRANKFORT, KENTUCKY --
A move to allow instant racing gambling in lieu of full-fledged slot wagering is blocked in the Kentucky legislature and will likely never see a vote. The measure was raised by lawmakers looking to find assistance for the state's failing horse racing industry, but met opposition by both anti-gambling and pro-slot groups.
Instant racing would allow players at race tracks to bet on a previously run race, after being given limited information about the horses involved. The last few seconds of the race would be shown on a screen, displaying the winner, and then the machine would reset for the next play.
Senator Damon Thayer authored the bill to aid horse racing interests, promising millions for breeders and racing purses if the new gambling were allowed. But both sides of the slots argument say the game might as well be slots itself.
While Thayer acknowledges he doesn't have the votes to pass the bill,Governor Steve Beshear thinks he may be able to allow installation of instant racing without legislation, by making executive regulatory changes. But Thayer gloomily says even that move may be stalled.
"Based on the events of the last few days, I think there's a lawsuit whether this passed by statute or by regulation," says the state Senator.
