New Hampshire Gambling Study Strives for Impartiality
CONCORD, NEW HAMPSHIRE --
Governor John Lynch assembled the New Hampshire Gaming Study Commission to review all the potential effects of expanded gambling on the state, both god and bad. The commission will study gaming laws and their results in other states, hear testimony from experts, and examine theoretical models projecting state costs and revenues.
The commission is mandated to consider all evidence and offer objective opinions, something not desired by some prominent gambling foes. The website for the religious organization Focus on the Family carried comments alluding to the commission and pushing a result for the study which had not even been started.
Chad Hills, the uncredentialed gaming "expert" frequently cited on the evangelistic site, states that the commission will return an unfavorable report on expanded gambling, if there is any validity to the study. Of course, any study whose result is preordained as Hills suggests would be the truly invalid study.
New Hampshire narrowly defeated proposals for adding slot machines to state race tracks, leading Lynch to impanel the commission so as to clear the air of speculative statements about gaming's social costs. The denied slots could have raised as much as $200 million in revenue over a two-year period for the state.
But politics from groups like Focus have led to the appointment of commissioners known for anti-gambling stances, including Lew Feldstein, the president of the New Hampshire Charitable Foundation, who has spoken for years over the social costs of gaming.
Ironically, Hills may be right. This study may be as invalid as the results of the National Gambling Impact Study Commission, which infamously featured such panelists as Focus founder James Dobson.

| The Commission will be meeting around a dozen times between now and December. In those meetings, financial ramifications will be discussed. The Commission will also try to figure out where the best locations are to expand gambling |
