Casino Gambling New Hasmpshire's Best Option?

CONCORD, NEW HAMPSHIRE -- Even long-time opponents of casino gambling in New Hampshire are coming to believe gaming may be the state's best plan to deal with massive budget deficits. Senate President Sylvia Larsen has switched her stance to one in favor of establishing casinos in New Hampshire to help handle a $140 million shortfall in the state budget.

Larsen notes that the state's choices continue to narrow, leaving options she finds more unpalatable than gambling. If new revenue is not created, either taxes will have to go up, a politically suicidal move, or else spending would have to drop, the nightmare all politicians fear.

"There have always been other options," Larsen told the Concord Monitor. "The state has not been so desperate for revenue."

Governor John Lynch has sworn to veto any attempt to raise either sales or state income tax. Meanwhile, lawmakers say cuts in spending cannot reach a point at which the budget is balanced.

The Senate Finance Committee is examining a bill that would create six casinos, featuring both slots and table gaming, across New Hampshire. Larsen voted to advance the bill, which supporters say could generate $160 million in one-time licensing fees and another $550 million annually.

"The budget is a perfect storm for gambling to look like it has its best shot," says Representative Fran Wendelboe.
