Florida Lawmaker Says Casino Gambling Talks Stuck
TALLAHASSEE, FLORIDA --
Florida House Speaker Larry Cretul declared the state's gambling negotiations with the Seminole Tribe at an impasse, and asked federal authorities to crack down on the tribe. But other parties think negotiations are just waiting to be resolved by a legislative session.
The particulars to arriving at the current deal proposed, Governor Charlie Crist and Seminole representatives, have reached agreement and are simply waiting for a vote in the legislature to complete the arrangement. But key politicians are preventing a special session in their hopes of preventing the gaming compact.
Meanwhile, Cretul asked George Skibine, the chairman of the National Indian Gamning Commission, to stop Seminole casinos from featuring table games given them in a 2008 deal with Crist. The state Supreme Court said Crist did not have the authority to make that bargain, but Seminole lawyers say only Crist's power was ruled upon by the court, not the validity of the compact, which has been federally approved.
Cretul is resisting efforts by Crist to include the gambling deal in a special session that may be called to address mass transit and high-speed rail.
Without Crist's agreement in 2008, the tribe would have been freed to act unilaterally by the state's failure to negotiate in good faith. Cretul runs the chance that this result is still possivble; if courts view the Crist deal as never happening, then the state is in violation of a federal deadline to reach a compromise by several years.
