Beshear Casino Gambling Proposal Defeated in Kentucky Senate
FRANKFORT, KENTUCKY --
An easy victory in the state House may have given false hope to Kentucky horse racing fans that casino gambling was on its way to save what the governor calls "the state's signature industry." But the state Senate was not nearly as friendly to the cause today, as the race track gaming bill could not even make it out of committee before being voted down.
The Kentucky Senate Appropriations and Revenue Committee rejected the plan to install slots at race tracks throughout the state by a vote of ten to five. Despite assertions by supporters of the bill that Kentucky horse racing faced an emergency, senators seemed to feel alternative methods would better address the issue.
Senate leaders had advanced a plan to raise money for tracks by placing a surcharge on lottery ticket sales. However, this plan was not debated at the special session, as Governor Steve Beshear had forbidden lawmakers to consider any plan other than his.
Beshear had called the session ostensibly to address the state budget deficit, then added the gambling issue, saying it could generate revenues to help fund the budget.
Without a gambling expansion to race tracks, Kentucky horsemen are likely to continue to send their best mounts out of state, where prizes and handles driven by slot subsidies are significantly higher than instate.
