Kentucky Lawmaker Proposes Legal Video Gambling
FRANKFORT, KENTUCKY --
Damon Thayer, a Kentucky state senator, is proposing that the state amend its constitution and legalize video gambling. Thayer is authoring a bill for the legislature's consideration which will suggest allowing video slots in areas with legal gambling on horse racing, and allow other counties to opt into the program.
Despite many state Republicans leading the defeat of Governor Steve Beshear's attempts to install slots at state race tracks, Thayer is a Republican who says the state needs the help of gambling revenue. Thayer says new income could be used to support Kentucky's horse racing industry and pay off state debt.
The earliest the legislature could consider the bill would be when it reconvenes in 2010. In order to pass as an amendment, the proposal must first garner the approval of the General Assembly, then pass on a ballot before state voters.
Kentucky's state position in gaming matters has been all over the place. This past summer, Beshear was defeated in trying to rush the installation of slots at horse tracks past lawmakers, as he insisted the racing industry is in a state of emergency.
Meanwhile, Beshear has led state efforts to seize 141 online casino domain names based on the accusation that the offshore sites are offering gambling to Kentucky residents. The state Supreme Court is debating the case currently, as Internet freedom groups watch in concern.
