Illinois Video Gambling Needs Regulation to Catch Up
CHICAGO, ILLINOIS --
Illinois has passed possibly as extensive a gambling expansion as any state ever. But the new gaming, which includes allowing tens of thousands of individual video slots at bars and restaurants throughout the state, has not yet resulted in extra funding for regulation or establishment of set regulatory policies.
Experts say the Illinois law may bring as many as 45,000 new gambling machines to thousands of locations in Illinois. But state regulators say planning to oversee the massive gaming influx may take as much as a year or more, time they will not have.
The bill allowing for the video slot legalization does have a clause requiring the development of a written set of regulations within two months.
That is "basically impossible to do," Illinois Gaming Board chairman Aaron Jaffe told the Daily Herald. "If I sound frustrated it is because, to some extent, I am."
Jaffe says his group needs extra funding to handle background checks, licensing, and enforcement policies, and to hire the extra manpower needed to properly deal with the increased workload.
Some legislators are already saying the bill may have to be amended in November to give proper time to work out the framework under which the new gambling will operate. Many are concerned about the influence of organized crime, long the controllers of storefront video gambling in the state.
"We were never consulted about bringing this in and we were never consulted about what had to be done," Jaffe asserted.
