Florida Casino Gambling Compact With Seminoles Near
TALLAHASSEE, FLORIDA --
The deadline for negotiations on the proposed gaming deal between Florida and the Seminole tribe is Monday, but a breakthrough in talks has led tribal negotiators to offer a version of the compact to the Seminole Council. If the arrangement meets the approval of the tribal leaders, the gambling deal will be signed by the tribe and Governor Charlie Crist on Monday.
According to the Miami Herald, lawmakers may compromise and allow card games at all six tribal casinos. Previously, the legislature wanted to limit the table gaming to Broward and Dade counties.
The tribe has responded by agreeing to a minimum payment of $150 million annually, up from its voided deal with Crist that stipulated a minimum of $100 million. As tribal revenue increases, so does the percentage Seminole gaming would pay the state.
Exclusivity, an important sticking point for tribal deal makers, would be honored for table games and, if the legislature allowed Broward and Dade racinos to host such games, tribal casino payments would automatically be cut in half. Inclusion of Palm Beach's Kennel Club is still being debated.
Any new gaming introduced in the state, such as roulette or craps, would automatically become available to tribal casinos.
Class III slots would be limited to the tribal casinos, the racinos already hosting them in Broward and Dade, and Hialeah Race Course when it is ready to operate again. Expansion beyond those venues would result in forfeiture of all tribal payments.
If approved, the deal will be good for twenty years, assuring Florida of steady revenue.
