Denmark Must Amend Online Casino Regulations
DENMARK --
The Danish proposal on regulations to cover online casinos and Internet gambling is unacceptable to the European Commission, which has given Denmark a month to rectify problems in the rules, according to a report by EGamingReview. The opinion issued by the EC points out conflicts with EC law regarding free trade within the EU, and asks for a Danish response by November 9th.
Among the issues with Denmark's measure are the inclusion of bans against Internet service providers and payment processors, a continuation of the monopoly on horse race pool betting, and a lack of acceptance of security and controls placed by other EU countries.
Denmark had advanced its proposed regulations to the EC in July. Implementation without EC clearance could be grounds for infringement charges from the EC.
EU countries have attempted to use a decision by the EC to allow public safety as a justification for restraint of online casino trade, but EC officials have made clear that proof must be offered that the dangers cannot be avoided in other ways, such as licensing and regulation in countries of origin.
Gaming associations in Europe welcomed the move to open the Danish online casino market, but insisted all rules must comply with EC standards for open trade among member nations.
