Delaware Sports Gambling Speeds Gaming Escalation
DOVER, DELAWARE --
The proposal by Delaware Governor Jack Markell to legalize sports betting has been described by gaming analysts as just another step in a growing battle between states. State leaders, eager to find revenues to address budget deficits, are each looking to exploit any advantage over neighbors in the casino and gambling laws.
Markell is moving to take advantage of a clause in the federal law outlawing sports gambling exempting Delaware, among three other states. His action is considered a response to Maryland's legalizing slot machines at state rece tracks.
"Delaware is a gaming state, and the governor wants to do what's necessary to protect Delaware's gaming industry," said Joe Rogalsky, Markell's spokesman. "Plus he wants to use it as an economic development tool."
Students of the gaming industry say the escalation, likened by Joseph Weinert of Spectrum Gaming Group to an arms race, will continue as economic conditions force fiercer competition. New Jersey has responded to Markell's move by suing the US Department of Justice for the right to operate casino sports books.
"There is now a Newtonian mind-set that an action in one state causes a not necessarily equal but certainly opposite reaction in another state," says Weinert.
